Let’s assume the balloon is 10 meters in diameter and 66,000 feet up.
If you wanted to shoot down the balloon, your would have *perfect* aim within 0.0284°.
The Coriolis force would deflect the bullet by up to 54 meters.
(This is all neglecting air resistance).
AKA — no.

Do you mean from a ground position or from lower ceiling plane-platform?

I could say the Chinese probably have the capabilities of flying it lower and outfitting it with a chemical or biological agent such as tabun or anthrax , because it’s approximately the size of two school buses the rig at the bottom could aerosolize such an agent over a large area.

There are much easier ways of conducting a chemical or biological attack than using a balloon as a disbursement method. Not saying it's impossible; just saying it's a poor choice of delivery system.

The idea is that the rig would also drop a canister then have it detonate at an even lower altitude when the computerized system registers it being empty at a certain capacity. Or it even having two different agents on the rig dispersing simultaneously.

Civilian drones with no computer limited altitudes can do this too, more effectively, more plausible deniability, and better accuracy.
A balloon is a pretty blatant and inaccurate way of doing it.

A collection operation is now underway off the Carolinas. Debris from the balloon fell in only 47 feet of water, much shallower than expected. There are multiple Navy and Coast Guard vessels in the area but no timeline for recovery from a debris field spanning seven miles. (y)

Bro. The pentagon said it’s a surveillance balloon. No. Shoot the damn thing down as long as it doesn’t pose a dirty bomb, or radiological threat to do so.
I mean every country spreads propaganda, so we likely don't know what it really is: but I say let it fly.

Audio from FRANK01 (Langley AFB F-22) calling, “SPASH ONE”confirming to “HUNTRESS” (Eastern Air Defense Sector “EADS”) that the #ChineseSpyBallon is completely destroyed off the coast of South Carolina today
In case you didn’t what “EADS” meant. Things have changed over the years but basically NORAD divides US airspace into 2 parts. WADS = Western Air Defense Sector, callsign “BIGFOOT” and then you have the Eastern Air Defense Sector, callsign “HUNTRESS”

If this floating telescope with a dvd recorder was taken out over alaska and the public notified all the drama could have been averted from the start. That would have required Biden to you know, actually make a presidential decision and for the generals to actually listen to him.
