Absolutely. Head was first. That’s important because it means there was more than one shooter. For non military out there weapons RISE on rapid or automatic fire. In fact you start low and left it climb through the target. With multiple shots hitting LOWER it means extremely high probability of multiple shooters. (IMO 100% chance)

Yes there were a few US troops that got convicted and sent to prison due to unlawful killings in the Middle East. However, like police officers, the burden for proof is very high.

For example just a simple airstrike has to be reviewed several times and ensure least risk possible to civilian life and if civilian casualties can't be avoided then the strike is canceled.
US military isn't flawless but it holds itself to a higher standard and doesn't actively seek out or purposely kill or execute civilians unlike Russia or Putin.
