This is untrue. India lacks the capability to block rivers and has only temporarily held the Indus Water Treaty in abeyance. Only 2 of the Indus Rivers tributaries are controlled by India, Jhelum and Chenab. In some places, China is the upper riparian on the Indus.

Pakistan’s defense minister Khawaja Asif tells Sky News his military is "prepared for any eventuality" amid escalating tensions with India.
"We will measure our response to whatever is initiated by India. It would be a measured response," Asif said. "If there is an all-out attack or something like that, then obviously there will be an all-out war."
