Spain reported that more than 25,000 people had returned from Ceuta to Morocco by 13:00 on July 31st, followed by 37,500 by 15:30 and 48,300 by 18:00.
Foreign Minister Jose Manuel Albares said by 20:35 that “practically all” had returned. By 21:45, outbound movement significantly exceeded inbound movement, with only small groups still attempting to swim into Ceuta.
Antena 3 reported at 22:10 that police & military personnel were directing the remaining dozens toward Morocco. The exact residual remains unresolved because Madrid & Ceuta disagree on the total number that entered.
