The UK & EU announced their first coordinated cyber sanctions package against Russian intelligence linked cyber and hybrid networks. Britain designated 24 individuals and entities, while the EU sanctioned nine individuals and four entities.

The coordinated action attributed an attempted attack against Poland’s energy grid, which could have disrupted electricity for approximately 500,000 people, to the FSB’s 16th Centre.

France attributed a sustained cyber espionage campaign to the FSB’s 16th Centre and Unit 61240. Targets included Armed Forces Ministry email accounts beginning in 2017, France’s embassy network in Moscow in 2018 and a sensitive technology institute working with the French defence industry in 2025, where significant data was exfiltrated.

French cyber, intelligence, armaments & military cyber defence agencies also released a joint technical report on the operation.

The EU deployed a new civilian Partnership Mission in Armenia to strengthen resilience against hybrid threats. The two year mission will provide strategic advice, technical expertise & institutional capacity building against cyber threats, foreign information manipulation, interference and illicit financial flows.

The mission will also establish a project cell for targeted actions but will hold no executive or decision making authority.

France has definitively adopted its updated military programming law, adding €36 billion for 2026 to 2030 and placing the 2027 defense budget at €64 billion, double its level a decade earlier.

Priorities include ammunition stocks, readiness, early warning, space, deep strike, surface to air defense, counter drone systems, electronic warfare, AI & nuclear deterrence, with orders and initial deliveries expected in 2026. A new national alert regime and national service beginning in September are also included.

The Coalition of the Willing announced that the Multinational Force for Ukraine is ready to provide land, air & maritime reassurance inside Ukraine, at Ukraine’s request, once a credible ceasefire is in place.

Exercises will be held in the coming months to demonstrate the MNF-U’s capacity to intervene once hostilities have ceased.
