I’d like to set up an emergency WhatsApp contact list with locals to serve as on-the-ground informants during an actual emergency or crisis in Europe.

Want to underscore a few things:
I do not see any immediate or imminent threats. I’m just being extremely proactive.

I also recall when @Sentry was a local contact of mine during the Indo-Pak war before he became staff. His information and help were without a doubt invaluable. I could not have gotten through it without him.

With that said, and with lessons learned from the Indo-Pak war, I want to be extremely proactive and gather local first hand sources before any potential emergency or true crisis kicks off.

This matters because during high traffic surges the forums can go down. In an emergency, personal local contacts will be critical for the DEFCON Warning System so I can keep staff accurately informed.
