See, my fear with a situation like this is not what NATO actually does, but what Russia *perceives* them of doing, i.e. Eastern Sentry, expanded nuclear sharing in the Baltics, etc. any one of these I feel could be seen by the Russians as a move against Kaliningrad, even though it isn’t—or am I just worrying too much?

Shades of able archer. But seriously, yes and no. I don't think they're seriously thinking it's an actual blockade against Kaliningrad but obviously a bigger military presence in the are. And by projecting that they might be overperceiving the situation, they are trying to get the public scared and increase public pressure on politicians to stop the increased military presence in the Baltics. In my mind the nuclear threats are more of a PR stunt - they want to do it since they know there are politicians on the rise in some European countries in especially Italy that want to renegotiate NATO and it's role.
