Perhaps something changed. Seems that China believes its position at the negotiating table has strengthened.

Or maybe they relize that the dial for military conflict in SCS clicked up. Either way talking is good.
I am probably wrong but I believe Russia has more to gain with stable US relations. Virtually their whole economy goes through Europe. That can weaken their arrangment with China if Putin believes it is real.
Strike a deal with Russia in Syria and turn the heat up on China. which alies are more important to us the pacific nations or Mideast? Which are more stable and not spreading terrorism?

PRC announced the intention to escalate naval activity within SCS. Australia is talking about replacing America with China in TPP. I believe PRC perceive themselves to be at an advantage. As far as pacific stability, one much consider the objective of containment, hegemony and full-spectrum global dominance.
