I believe that assessment.

It also explains why Russia isn't seriously investing in air superiority fighters. As they say - when they go high, you go low.

Ballistic missiles, artillery, human wave attacks and drones - that's more of a Russian thing nowadays. It works, too.

That F-22 is a solution to a problem that doesn't exist on the modern battlefield.

Not completely, air penetration and signals exploitation. But as far as actual dog fighting yeah that’s true. The F-22 is one of the kind in that regard
 
If you're going to put troops on the ground, you have to control the airspace first. The F22 is good for that. Wish we had more of them.
