I think this is old information. From what I recall, Hawaii started this a bit ago. I think I recall reading an article about this a couple months ago. Looks like the story is starting to gain traction again now that the California article came out.

I believe that might be Guam you are thinking of, I think I remember seeing something like this that involved Guam but yeah, it was a couple months ago.
 
If I remember correctly, the articles a couple of months ago essentially boiled down to "Guam residents being told what to do in the event of a nuclear attack" and "Hawaii updating old civil defense plans in the event of a nuclear attack."

"Hawaii residents told to prepare for a nuclear attack" is related to both, but a new twist.

Haven't been following this development closely, could you elaborate on what you mean by California article? Are California citizens being told to prepare for a nuclear attack as well?

Yes this is old news. I posted awhile back Hawai brings back cold war drills on its own thread.
