The oreshnik use so far to my observation has the ability to carry conventional or nuclear warheads yes. So far my understanding the ukraine uses have had neither and used only as kinetic weapons. Like the chinese hyposonics some carry load others kinetic .Oreshnik (missile) - Wikipedia

There are hypersonic glide vehicles that are basically just reentry vehicles from a ballistic launch that can control course as the glide in at super sonic speeds
There are solid and liquid fueled missiles which are basics hypersonic cruise missile. That have short to medium ranges.
And the goal a ram jet design that can achieve hypersonic speeds maneuver and have extended ranges.
So basically there are multiple different approaches and capabilities in hypersonic systems. But their all being designed to carry ordinance of some kind

Not a hypersonic cruise missile
The US has used Maneuverable reentry vehicle since 1984 with the Pershing missile systems. The renter vehicle maneuvered and flew to their target at a speed in excess of 5000 mph.
Granted they only deploy and maneuver in terminal phase but there still hypersonic and can maneuver
The US LRHW is a ground launched glide vehicle releasing this year range 2100 miles at Mach 5. The YJ-21 has a range of 1500

The US is about to test fire a LRHW / Dark Eagle hypersonic glide vehicle (HGV) from Florida, launch window opens in 1h10 min from now (16:30 UTC)
The LRHW is a joint program between the Army and the Navy, and it remains to be seen which agency this test was conducted for.
