I have heard it argued that one of the foundational reasons societies create codified laws, and justice systems. Is not so much to bring order or justice. Rather it is to remove the responsibilities of a father if their daughter is violated or murdered.

Maybe Scandinavian countries are trying to shift some of this responsibility back to fathers?
