I'd assume if a nation as small and poor as Iran... would take all the fissionable material it can as it is a likely extremely rare resource for them.
Making nuclear weapons is of course a intensely costly thing to pursue. Just the raw material aspect alone of mining and refining fissionable material for the bombs on your own...![]()
