I'm assuming this has been in the works for a while and not in response to the last ~42 hrs of alleged increases in Russian aggression?

It seems such a unit was planned quite a few years ago. Wikipedia has links to some great sources to pursue (Wikipedia Link) and the initial planning started in 2009. Maybe they were expecting something even then.

I remember watching the Berlin wall fall, so the Cold War really wasn't that long ago (I ain't quite 40 yet); sometimes I marvel at how short human memory is in regard to world events. Putin was a KGB colonel at the time, right? I don't think the Cold War ended, but that's another story.

Wikipedia isnt necessarily your best choice to be backing up what you say, try to find real news souces like BBC or world news or something like that.
