Meanwhile in China

Also, they're developing their nuclear forces at an alarming rate.

They're an economic power house, and are desperately trying to become a military one. In my opinion, it's only a matter of time before the Chinese can match or exceed NATO capabilities.

Relevant and possibly significant weapons progress in China.
Can't really say I'm surprised that the Chinese are focusing on improving their Navy.
Currently they can't perform meaningful operations outside of the South China sea unless they have the support of other nations (see anti-piracy operations). In a full blown war between China and NATO, China's navy would struggle to operate outside of the straits without the logistical support and air cover provided by the mainland.

If I was Xi Jinping, I'd want my navy to be a force to be reckoned with, deterring even the strongest of navies from opposing it. I think we're going to see more revelations like these in the coming years.

A lot of this will exist in there development of international ports that can maintain and resupply their ships. They are working on that in places like Venezuela, the Solomon Islands and others.
We saw the problem when all the ports in the Mediterranean Sea refused them port except Syria.
These destroyers are giving them stand-off capability to push our carriers farther away from their coast.
It works but as you said they do not have the air cover to allow them to venture too far from territorial waters.
Basically they have an advanced navy with no legs as of yet.
Hell on South China Sea and Japan but not so much anywhere else, yet.
