Newsweek's London political narrative writer Ewan Palmer portrays USA DoD Defense Threat Reduction Agency (DTRA)'s Cooperative Threat Reduction Program (CTRP) in Ukraine as providing technical support to Ukraine labs whose "mission is analogous to the U.S. Centers for Disease Control and Prevention (CDC)." [And I have a deed to the Brooklyn Bridge to sell you.] To be clear, per DTRA itself: "DTRA is the only Department of Defense organization focused exclusively on countering and deterring weapons of mass destruction and emerging threats."
So the DTRA CTRP does not have a mission analagous to CDC. (Eyeroll). And throwing COVID-19 out there as a cover is so transparent it is a disgrace; especially for a USA with nearly 1 million dead from COVID-19. And the idea that Ukraine labs are getting DoD technical support to just make them like "USA's CDC" is probably one of the most nonsensical things I have ever heard. You know... because we say so, see? (Please.)
There is real and important work that DTRA CTRP does in demilitarization of threats, protecting the world from Biological Weapons (BW) and Chemical Weapons (CW). And I am certain a role in Ukraine would be to help protect the public from USSR's past BW/CW development. There is a great book describing such horrors "Biohazard: The Chilling True Story of the Largest Covert Biological Weapons Program in the World--Told from Inside by the Man Who Ran It" by Ken Alibek and Stephen Handelma.
The pattern of lying because it simply becomes commonplace and normal is bad for public security and bad for world peace. Let's be clear that the USSR did horrible, horrible, horrible things. It is a public good to protect the world from that. We don't make that case by just working to be better liars.

U.S. Biological Weapons in Ukraine—Separating the Facts From the Fiction
Russian officials are continuing to spread and old conspiracy theories about U.S.-run bio-labs in Ukraine to justify its invasion.
