"Japan's government is reckoning with the challenge of ensuring that its nearly 60,000 citizens in South Korea can escape in the event of a crisis on the Korean Peninsula. Tokyo is 'preparing various responses' and seeking mutual understanding with South Korea in consul-level talks, Foreign Minister Fumio Kishida said Friday at a lower house Foreign Affairs Committee meeting. But the government has yet to obtain Seoul's permission to use Japanese armed-forces ships and planes to ferry nationals out of harm's way. Nor does that permission look forthcoming, given South Korean sentiment toward the former colonial power ... In the event of travel bottlenecks as roughly 57,000 Japanese residents and travelers in South Korea try to flee at once, Japan may ask its people to fly to a third country, such as China. It would ask countries via diplomatic channels to accept these evacuees and to let Japanese citizens use any charter planes that may be available. If these measures leave some nationals stranded, Japan may also request the help of U.S. military craft. Tokyo is hurrying to coordinate evacuation measures with Seoul. Japan has sent Ambassador Yasumasa Nagamine back to South Korea after recalling him months ago to protest a "comfort women" memorial statue installed outside a Japanese Consulate."
