There have been many exercises across most major US cities past few years.

Though they are not in response to Russia but the ever growing threat of a terrorist setting of bio/chem/dirty bombs in a major metro population center...

Very true...and while there may have been some exercises in Omaha that the military has kept under wraps... I think this may be the first one that was announced to the public through the media.
