That is the natural inclination of any government with time.
Choke you off from the resources the land provides and collect the kings ransom regularly.

Because the king or governor will without-fail will fall into the trap of indebtedness and expect the serfs to pay his ransom or debt.
Just because we do t have ruling monarchs anymore. Doesn’t mean our governors are any wiser or trustworthy.
