Some commenters in this thread are suggesting that it might be related to NATO's Steadfast Defender exercise in addition to concerns regarding Russia-Ukraine spillover. The NOTAM at any rate expires within the same month Steadfast Defender is intended to be completed, which may indicate some degree of correlation, especially considering the scale of the exercise this year.

 
Well, they certainly wouldn't want to complicate the situation with civilian planes getting into an area with risks of stray drones/missiles from either side, from Ukraine or from the exercise. A new MH117 wouldn't exactly be... optimal.
