The crazy’s on the right are coming out on this. They seem to have a hard time differentiating between a military base and a facility on a military base. Quick search Singapore Germany the Netherlands and Italy also have training facilities in the US.
Some on left are also running with it.

Yes, this is a "facility" on an existing US air base, not an entirely new air base.

That being said, trying to partner with Arab countries in the Middle East has bit us in the ass so many times. I can't say that I'm on board with this.

Also doesn't congress have to approve any foreign military building on or hosting itself on CONUS?
Only through control of funding. The executive can make these decisions.

Given that Qatar spent 1 billion US to build the Al Udeid Air Base. I wouldn’t be surprised if they choked up the dinero to build these facilities.

I share your apprehension about military involvement with Arab nations.
But our involvement and military relationship with Qatar is at least two decades old. Starting with them building a billion dollar air base for coalition forces mostly the US. The largest military base in the Middle East.
There is also the well used and reasonably justified advice to keep your enemies closer.

I’ve seen many point to Iran as an example of how US relations with some nations can in the end be detrimental to the US. I also remember our relations with Iran went south because Carter withdrew support for the Shaw which allowed the IRG to take over. That resulted because we broke relations.

I also have to admit some irony of those who are outraged by this story of foreign military facilities on US bases. The US has military bases and facilities all over the world. To now be outraged about it like it’s some constitutional crisis or massive security risk.( no one doing that here ).
It’s kinda xenophobic you know, we can build them all over but don’t even consider it being done here.

As far as national security threats to military bases in CONUS Chinese entities buying large tracts of land adjacent to US bases is much more disturbing than this.
