Nuclear disarmament talks between Russia and the United States set to take place this week have been postponed, Moscow's foreign ministry and the U.S. Embassy said on Monday.

I don't think anyone's in the mood for disarmament talks at the moment unfortunately.
Considering it's now Cold War II, I don't think anyone will be in the mood for quite a while.

I am afraid not for some time, either.
Long term preparedness beyond just the current crisis is likely the best strategy.

Say in the voice of Baldwick. "Russia has a cunning plan to reduce it's nuclear stockpile by using them all up" Seriously could one actually trust them to keep to any agreement anyway. The government has now repeatedly shown their word means nothing and that they cannot be trusted so is probably no real difference to outcome anyway"
