MOSCOW (Reuters) - Russian Defence Minister Sergei Shoigu on Monday ordered the speeding up of construction of military and civilian infrastructure on a chain of islands in the Pacific Ocean where Moscow and Tokyo have rival territorial claims.

Dispute over the islands, known as the Kuriles in Russia and the Northern Territories in Japan, has strained relations between the two countries since World War Two, when Soviet forces occupied four islands at the southern end of the chain.

Shoigu was speaking in Russia's Far East city of Vladivostok while inspecting the eastern military district, his ministry said in a statement. It did not provide more detail.

Moscow has angered Tokyo in recent years by having state officials visit the island chain and stepping up military activities there. Japan says the islands are part of its territory and wants Moscow to hand them over.

Obama has already announced after the G7 that Europe will continue sanctions.. Kinda got in front of Europe on that one, didn't he, at least I've seen no official announcement by the EU.

Besides, I believe all parliaments have to approve them, and that could not have happened by now.

Maybe Rusisia was waiting to see if sanctions were going to be lifted, and now they got their answer, thus the 'hurry'?

FWIW, The Guardian says there is a context to this - the Japanese PM's visit to, and support of, Poroshenko. It's another 'message'. Mind you, Putin spends all this time and money sending 'messages', why doesn't he just join Facebook like everybody else?

Poroshenko said Abe’s visit to Kiev was of great “historic and symbolic value”, adding: “We highly value Japan’s resolute decision not to recognise Russia’s annexation of Crimea.”

Don't you know, Putin is on Facebook.. As a matter of fact, he has a Facebook army of 'little green cyber-men' that are 'messaging' channeled spirits warning of premonitions of a post-nuclear Europe

On a serioius note, There Porky goes again.. pushing this Crimea reunification narrative and lauding praise on those who, in his distorted mind, he thinks support his views. Just because no one recognizes Crimea as Russian doesn't mean these world leaders support him trying to get it back.

But as we read in his State of Ukraine speech, this is official domestic policy in which he is directing his ministers to achieve..

We know Russia will never cede Crimea, those Japanese islands, or one inch of Russian soil. And they are always 'quickly' building everything up, so I agree with you, Putin's 'messaging' is rhetorical at best, on the verge of approaching the level of outright paranoia and provocation.

You think that's bad, you should hear and see the propaganda Russian TV is spreading. I have a channel mast DVR+ and they sent out a update yesterday, and after that I had a internet TV channel for news from Russia. I sat and watched it for an hour to hear the crap spew from the mouths

To put this in context, the last time Russia announced building up these islands was, that's right, April 2014.. The time frame of when Ukraine was intense and Russia grabbed Crimea..

Its like their fallback story when they want to needle Japan or the West about something and have run out of regurgitating the newer, more relevant propaganda.. A threat..
