They saw, and confirmed, that it was unarmed.

they take a big gamble waiting for them to get close enough to see.

Everythings a gamble when it comes too 2, possibly hostile, tension filled enemies comeing within 100 miles of eachother, let alone 10 feet.

Well with the trajectory they were going at that ship, it would have been politically safe to assume and argue it was hostile.

Like i said, with their trajectory, i would have fired warnings or if they got too close, shot them down.

If we shot it down, or just shot at it in general, I bet they wouldn't try these shenanigans again. Or it spins out of control so overall it's probably better we didn't respond, especially with North Korea acting like a lit fuse right now.

Even the fly by itself is extremely dangerous, especially with that helicopter taking off, if it wasn't for the quick thinking and skill of the crew there could've been a serious accident - such as the Su-24 clipping or hitting the helicopter and taking out the bridge.

That alone would start a war most likely.
