I would have assumed this was already true without a statement. The official messaging suggests that North Korea isn't a part of the 21st century Eastern Bloc, but unofficially of absolute course they are. It's not a coincidence that NK starting firing off more munitions at the same time as the Ukraine crisis has been unfolding.
