According to a report published on Wednesday by the London-based International Institute for Strategic Studies, "After more than a decade of investment and reform, Russia’s troops are better equipped and more professional than their predecessors."

Really??? After 10 years of pouring money into their armed forces, the armed forces actually got better?

I'm....amazed. Just amazed.

Man, their expectations for Russia must have been low if they thought Russia's military capabilities would stagnate or decline after 10 years of development, lol.

Maybe they meant that Russia's relative military power to the EU/US/China etc. has improved over the 10 year period?

I was only reading the MSNBC(?) report on the issue, so I don't know. I doubt it, though, as that would mean that either Russia has advanced remarkably or that everyone else stagnated.
