UKR Supreme Court Grants Autonomy to Eastern Ukraine

Kiev (AFP) - Ukraine's highest court on Friday allowed parliament to vote on Western-backed constitutional amendments aimed at stemming daily bloodshed by giving pro-Russian insurgents partial autonomy in the separatist east.

The idea of granting at least three years of self-rule to rebellious parts of Ukraine's industrial war zone has struck a note of disquiet among many lawmakers and much of the Kiev media.

But it was inscribed in a truce deal that Ukrainian President Petro Poroshenko and Russia's Vladimir Putin signed off on in February in the Belarussian capital Minsk.

Parliament voted by an overwhelming majority on July 16 to ask Ukraine's constitutional court to rule whether such changes to the basic law were legal.

The former Soviet country's justice Vasyl Brintsev concluded without reservations that it was.

The idea of militia-run regions holding their own elections and setting up separate police forces "does not break or limit the rights and freedoms of (Ukrainian) people and citizens," Brintsev said in the decision.

Says was western-backed and part of Minsk II. Autonomy won't mean very much if Kiev keeps its blockades in place though. Hopefully a positive development.

Now if they can do this for East Ukraine, why not Crimea so these sanctions wars can end?

Russia won't let Crimea go, period. For the East, Russia wants to keep Ukraine in crisis to prevent NATO participation. As for autonomy, I don't think it was passed. The court just ruled that it can be done, if the government decided to do so, many of which are against.

Poroshenko called Friday's court ruling "an important step that moves us closer to momentous changes for the state."

"For the first time in Ukraine's history, its head of state and government are ceding a large degree of their powers to the regions," he wrote on his Facebook page.

"This will make our country powerful and whole."

Yes. I saw that too. But Parliament sent it to the Court in the first place overwhelmingly, and Poro announced he would support it. Seems procedural but in reality a done deal. Now how they implement is a whole new story.

I was saying that UKR should do the same for Crimea, not Russia give it back. It would end all this sanction and build up or at least slow it down. IMO..

Yeah, it's got support, but I don't see it happening even if it happens. Even if they grant autonomy, they'll have to reach a deal on what type of autonomy is given, and in the meantime, rebel forces will continue to land grab, which is what they are doing right now despite any peace agreements. Russia clearly doesn't want peace, because it would allow Ukraine to rebound its efforts to join NATO. If autonomy is reached, the rebels will continue to fire on Ukrainians while saying "kyiv violated autonomy terms" just like they did with the prior peace agreements. In addition, as far as Russia is concerned, Crimea is now Russian, and isn't subject to any of Ukraine's laws.

That's why I say it depends on how it's implemented. UKR may pass it just to show the world they tried, but 'rebels' want to invade us, that kinda thing. On Crimea, I am saying they should grant it independence, or recognize it, just some legislative act to write it off. Cuz I totally agree it will never be Ukrainian again.

Then when Russia violates even that, it will make their international case stronger. I mean, if UKR is going through these motions, I would use them to my advantage in some way, guess is what I'm saying. But you are right about what you said.
