13.5kg, not enough to do anything interesting with, even if it was weapons-grade, which it wasn't.

Also this 'HEU' was probably 20% if it was from a research reactor. Again, not enough to do weapons stuff with. Relatively easy to get up to weapons grade, but not without enrichment facilities, which venezuela doesn't have.

So really there wasn't much proliferation risk here.
