It's like a russian DEFCON (preparation) levelIt’s not clear to me exactly what this means. Obviously it’s a threat. I assume it means Russia’s nuclear forces are now on some sort of hair trigger alert. Not sure how much concern is warranted, but I am more nervous than I was.
