Report on penalties of Russians who do not appear at military registration:

"Baza journalists called the direct line of the Ministry of Defense, opened after the start of mobilization, and asked about the responsibility that threatens the Russians for not appearing at the military registration and enlistment office.

“At the moment, liability for non-appearance at the military registration and enlistment office provides for 21.5 of the Code of Administrative Offenses “Failure by citizens to fulfill military registration obligations.” Punishment - a fine in the amount of 500 to 3 thousand rubles. There is no criminal punishment for failure to appear on the agenda subject to mobilization, ”the line operator said.

The Ministry of Defense warned that criminal liability under the new amendments to Article 337 of the Criminal Code may occur if a citizen leaves his place of service when he is already mobilized. That is, if he has already received the rights and obligations of a serviceman after arriving at the military registration and enlistment office, passed a medical examination and a mobilization commission, and the military commissariat issued a corresponding decree.

On September 21, the Federation Council approved a bill that introduces the concepts of “mobilization”, “martial law” and “wartime” into the Criminal Code, and also toughens the punishment under the article for unauthorized leaving the place of service from 5 to 10 years in a colony (337 of the Criminal Code). President Vladimir Putin has not yet signed the document, that is, the changes have not yet entered into force.

At the same time, Article 339 of the Criminal Code on evasion, which applies to those who have already been called up for service, was not affected by the authors of the “mobilization” bill, so the punishment for it, as before, is still two years in prison."
