Yes, but Reuters also took it out of context as well, so we don't really know what was said. No one starts remarks with "Therefore," as in only Peskov quote: "Therefore it is necessary, as a minimum, to liberate the entire territory of the DPR." We assume that Peskov stated this because Kremlin seeks to capture Donetsk's region. But we have to take the writer's opinion on this. It would be so much more productive to simply report what was said.
