One of the actions levied against these “police stations” is overt spying of Chinese nationals activities in the US.
There are easy and forceful actions they can take outside the control of US law. Revoke their passports and friendly reminders that mom and day are for now still doing well back home.
These police stations have been an open secret for at least a year.

More than anything just opening their storefront in a Chinese community in a US city could be very intimidating to nationals. Reminding them to either stay in their lane and that even in america the CCP domestic spying apparatus is still in effect.

Have had all of that, the most annoying is the phone calls every hour from about 2am. First the landline then about 5 minutes later the mobile. Cannot tell me that this repeat behaviour is just co-conincidence. Have got good at just sleeping through the phone. The phone number recorded is over 20 digits so obviously fake. Have had hack attack attempts on social media, phone and home computers. Thankfully have very strong security on all systems.

This is insightful, and I liked some of the historical context if provides to show how this behavior evolved.

I would like to point out that there is no electorate in China, and substantially limited rights to privacy (if at all). The Chinese government can play the long game - devise and execute a 100+-year plan to accomplish a large task - since they do not answer to an electorate. (No substantive changes in political mood every 2 or 4 years.) Couple that with their vast wealth (thanks to the West), and their large population naturally accounting for a greater number of high-IQ individuals and improved technical problem-solving capacity, I picture them planning and executing very large-scale, intricate, and long-term clandestine programs to spy on and plan to undermine adversaries.

I sometimes wonder if the Chinese government privately thinks the West is both arrogant and ignorant. Does the Chinese government already believe it is in conflict with the West? If so, are we aware of that or do we brush it off if statements that assert Western superiority or capability? IMO, the Chinese government is already executing plans to take Taiwan and exert greater worldwide influence. My fear is that when it happens, it will be swift and we won't know what hit us. I certainly hope our intelligence agencies are monitoring this and fully aware of not only our strengths, but our weaknesses as well as that will ultimately be the foot-in-the-door I think they pursue.
