Strong signal in Milan and southern Europe

According to the University of Twente WebSDR, 6911 kHz is used by something called the Stalingrad Clock. My guess is that it is a frequency "reservation". (I.E. someone is broadcasting a noise on this frequency that makes it inhospitable to other broadcasters/transmitters.) When that someone wants to use 6911 kHz for their purposes, they could "stop the clock" and transmit what they need with a potentially reduced risk of interference.

I do not recall what the Stalingrad Clock sounds like. But the siren/klaxon noises in this recording are not it. It does sound spooky, but I have 2 possible explanations.
  1. Pirate broadcasters attempting to jam or disrupt the usual "Stalingrad Clock" reservation signal on 6911 kHz. (Pirates have been doing something similar on 4625 kHz (also known as "The Buzzer") since the Russians started their invasion of Ukraine.) I regularly hear pirates broadcasting in the frequencies just below the 40M amateur band. It might just be pirate transmitter playing around.
  2. The entity responsible for the "Stalingrad Clock" experimented with (or temporarily used) a different sound to maintain the "reservation" during the interval in which this was recorded.

Or, it is a signal for someone, somewhere, to do something.
