TLDR: Defense expert believes that shadow fleet drone launches are illogical since it'd lessen monetary gain, and the fact that no drone has been confirmed makes things seem a bit hysterical
That said if it was a shadow fleet working at the behest of Moscow. Wouldn’t they be offered compensation to serve as a launch platform. Or simply told guests would meet them at the dock in St. Petersburg, make room for them.
