@USTreasury is issuing a temporary 30-day general license to provide the most vulnerable nations with the ability to temporarily access Russian oil currently stranded at sea.

This extension will provide additional flexibility, and we will work with these nations to provide specific licenses as needed. This general license will help stabilize the physical crude market and ensure oil reaches the most energy-vulnerable countries.

It will also help reroute existing supply to countries most in need by reducing China’s ability to stockpile discounted oil.

 
From May 19–21, Russia is conducting nuclear force exercises on preparation and deployment under the threat of aggression, the Russian Ministry of Defense announced. The maneuvers will involve more than 64,000 military personnel and over 7,800 units of equipment. The Strategic Rocket Forces, as well as Russia's Pacific and Northern Fleets, will participate in the drills. Additionally, the issues of joint preparation and deployment of nuclear weapons stationed on the territory of Belarus will be practiced.

European intelligence agencies say China’s armed forces secretly trained around 200 Russian military personnel in China in late 2025, with some later returning to fight in Ukraine. Documents reviewed by Reuters describe covert training in drone operations, electronic warfare, army aviation, armored infantry, and other military disciplines.

Italy has awarded Airbus Defence and Space a roughly €1.39B / $1.6B contract for six new Heavy Multi Role tanker aircraft and integrated logistics support for the Italian Air Force. The platform is reported as the Airbus A330 MRTT, replacing/expanding Italy’s strategic air refueling and transport capacity.

Since assuming office, Colby has faced significant criticism from both U.S. lawmakers and international allies. In 2025, Politico reported that Colby's rapid-fire policy decisions—described by some as "rogue"—blindsided parts of the Trump administration and frustrated key allies, with anonymous sources within the Pentagon and White House accusing him of undermining the president's leverage and alienating both domestic and foreign stakeholders.

His approach to the National Defense Strategy, particularly its emphasis on prioritizing China over other global commitments, drew bipartisan skepticism. Senator Roger Wicker and Representative Mike Turner were among those who criticized the strategy's "flaws" and Colby's perceived lack of transparency with Congress, with Turner stating that Colby’s responses "make us all concerned about your commitment to the truth.

Colby's tenure was further marred by his decision to halt shipments of critical air defense missiles and munitions to Ukraine in mid-2025, a move that caught both Congress and European allies off guard. The Washington Post and Associated Press reported that the freeze, driven by Colby's review of U.S. munitions stockpiles, was implemented without adequate coordination with the White House or allies, prompting bipartisan backlash and accusations of undermining Ukraine's defense capabilities.
