Oman & Iran published a phased framework for restoring safe navigation through the Strait of Hormuz. The proposed plan includes a joint temporary corridor, a joint mine clearance project, and technical negotiations covering a permanent corridor, future administration, information sharing, traffic management & security services.

Both countries also called for joint discussions with states bordering the Gulf.

President Donald Trump has reportedly sent the Section 123 civil nuclear agreement with Saudi Arabia to Congress. Congress now has 90 days while in session to review the 30 year pact, which is expected to support AP1000 reactor construction.

Trump says the agreement will proceed only if Riyadh joins the Abraham Accords. Congressional critics say public reporting indicates it lacks legally binding commitments barring uranium enrichment or reprocessing & the IAEA Additional Protocol.

At least three Indian refiners & one global energy company reportedly plan to stop using the 45 vessels on Iran’s Hormuz blacklist, including for ship to ship transfers.

QatarEnergy separately issued a tender offering crude through transfers outside the Strait after an earlier tender requiring loading inside the waterway went unawarded due to buyer & shipowner reluctance.

Iran said its proposed Strait of Hormuz framework with Oman would exclude military vessels. Inbound commercial traffic would pass entirely through Iranian waters, while outbound traffic would partly use Oman’s territorial waters. Permanent traffic arrangements would be negotiated within 30 to 60 days.

Trump separately said the U.S. Navy cleared mines from the Strait’s international waters. Two U.S. officials told Axios the Traffic Separation Scheme was cleared, but unrestricted commercial navigation has not been established.

My understanding is that the IAEA is not inspecting any nuclear sites in Iran because Iran has blocked access. What sites is Iran talking about that are being inspected?

Following the 12-day war of June 2025, Iran suspended cooperation with the IAEA. Iran later resumed IAEA inspections at sites unaffected by the 12-day war (such as the Bushehr nuclear power reactor) but did not allow the IAEA to resume inspections at bombed nuclear sites or provide the agency with updated nuclear material accountancy reports.

As of 28 AUG 2026 · 0051Z, it is day 180 since the 28 February 2026 closure declaration. 4 of the world's largest container carriers say in their own advisories that they have stopped using the strait. War-risk insurance is running at 40.0× normal.
 

Iran says it will name its terms for reopening Strait of Hormuz

Iran is drawing up a list of conditions for reopening the Strait of Hormuz, its top security official has said.

Mohsen Rezaei, secretary of Iran’s Supreme National Security Council, said on Thursday that mediators had asked Tehran to set out its terms, and that ending the regional war was among them.
