Dozens of migrants attempted to force entry into Ceuta’s port shortly before 17:00 on July 31st. Some jumped into the water, while others who penetrated the port hid while attempting to reach ferries bound for mainland Spain.

No successful onward passage was verified.

The European Commission reported no detected movement from Ceuta into other EU states. Police identification is required to travel from Ceuta or Melilla to mainland Spain under the cities’ special Schengen arrangements.

Spanish Prime Minister Pedro Sanchez formally described the Ceuta mass entry as an “attack” and a violation of Spain’s territorial integrity.

Following discussions with Moroccan authorities, Madrid attributed the event to human trafficking networks exploiting & misrepresenting a July 8th Supreme Court ruling.

The ruling confirmed that existing Spanish law does not permit summary “hot returns” of migrants attempting to enter Ceuta or Melilla by swimming.

Spain announced additional measures following the Ceuta mass entry:

Average 10% increase in National Police & Guardia Civil staffing.
Physical buoys along the breakwater to establish a maritime containment barrier.
Activation of a previously prepared temporary foreigner processing center.
Urgent meeting of the Asylum Commission.
Accelerated expulsion & repatriation files.
Study of immigration-law amendments to improve border repatriations.

Madrid said Morocco agreed to accelerate returns. Moroccan forces subsequently used riot control equipment, tear gas & water cannon against crowds near the border.

Interior Minister Fernando Grande Marlaska will remain in Ceuta for several days and meet police commanders on August 1st. Madrid will examine assistance for affected businesses but rejected Ceuta’s request for a declared national emergency & unified command.

Ceuta’s business confederation, acting at the request of local police, advised street level businesses to remain closed until security could be guaranteed.

Supermarkets that remained open experienced long queues & concerns over shortages. Numerous residents and tourists temporarily departed for mainland Spain by ferry because of insecurity and reduced access to supplies.

Ceuta also cancelled its August 1st through 8th annual fair.

Ceuta added two fully staffed ambulances, extended operating hours at all three health centers & reinforced weekend primary care emergency staffing during the crisis.

The city had 180 migrant minors in its care before the mass entry and reported approximately 750 additional minors in reception centers, producing an asserted 2,400% occupancy level. The final number of children remained unknown.

Spain’s Youth & Childhood Ministry will fund urgent care and work to transfer minors to other autonomous communities as rapidly as possible.

The Melilla operation involved 163 National Police and 194 Guardia Civil personnel, supported by local police, firefighters, Civil Protection, Red Cross, medical services, CETI personnel & Defense resources.

Approximately 500 people attempted another entry shortly before 19:00 on July 31. A second attempt followed around 21:00, involving stones thrown at security personnel and tear gas used in response. Spain’s Government Delegation said the later approaches were unsuccessful and stopped by Moroccan forces.

Beni Enzar remained closed without a reopening time. Approximately 500 Operation Crossing the Strait travelers were stranded on the Spanish side, prompting authorities to open a temporary pavilion with beds, food & water.

Italy moved from considering extraordinary Schengen measures to reinstating controls at Italian air & sea entry points for travelers arriving from Spain.

Rome subsequently clarified that checks will be random and limited to non EU nationals. Spanish and other EU citizens will face no additional entry formalities.

The duration remains unspecified. Italy also coordinated with France to reinforce controls along the French & Italian land border.

France will quintuple its security presence along the Spanish border beginning August 1, adding 334 police officers & gendarmes and reinforcing checks along railway corridors from Spain.

France had already tripled its reinforcement on July 31st with 184 personnel and increased drone surveillance.

UPDATE: The European Commission said Italy must notify & justify its reinstated controls on arrivals from Spain.

Under the Schengen Borders Code, internal controls must be exceptional, temporary and used only as a last resort against a serious threat to public order or national security.

The EU scheduled an Integrated Political Crisis Response meeting for August 1st and an extraordinary ambassadors meeting for August 3rd to review developments, assistance to Spain & diplomatic engagement with Morocco.

European governments issued differing Schengen positions following the Ceuta crisis:

Portugal rejected suspending Spain but entered a reinforced-alert posture and established contact between Portuguese & Spanish border personnel.
Finland’s interior minister backed excluding Spain from Schengen.
Czech Prime Minister Andrej Babiš called for immediately closing Schengen to Spain.
Denmark urged the EU to consider all available options, including suspension.

Germany & Sweden demanded rapid restoration of control and prevention of onward movement.
Poland urged Spain to adopt Polish style border & asylum restrictions.
Austria raised possible temporary controls if migration pressure reaches Austrian territory.
The Netherlands & Belgium called for stronger EU external-border protection and Spain, Morocco, EU cooperation.
Lithuania called border protection a shared European responsibility and cited its experience with Belarus orchestrated migration pressure, but did not attribute the Ceuta event to Belarus.

Footage claiming to show a mass movement toward Ceuta was filmed during a July religious gathering in Turkey.
Video of a Moroccan officer opening a border gate was recorded during the 2021 Ceuta crisis.

Ceuta: Interior Minister Fernando Grande Marlaska said on August 1st that the State had reversed the crisis in 24 hours and Ceuta was progressing toward “reasonable normality.”

He did not formally close the crisis, the reinforced deployment will remain for as long as required, and he said recurrence cannot be ruled out. He also rejected any regularization route for those who entered irregularly on July 30th.

Ceuta: Marlaska acknowledged that Spanish intelligence services had provided no advance report warning of an entry on this scale.

He described cooperation with Morocco as permanent and called it a reliable partner rather than a threat. Spain and Morocco will conduct a joint assessment, but he said the government cannot guarantee that another attempt will not occur.

Ceuta return flow: Police estimate that roughly 69,500 crossings from Ceuta into Morocco occurred over 30 hours.

That figure can exceed the estimated 50,000 to 60,000 July 30th entrants because the outbound count may include people who arrived during preceding days. Marlaska said an exact entrant count is impossible, while maintaining that nearly all of the July 30th cohort had left.

EFE reports that the return flow was accelerated by repatriation arrangements and limited access to shops and basic needs in Ceuta.

Tarajal barrier installation: Work began at 07:50 on August 1st on a 500 meter pneumatic maritime barrier.

The structure rises 30 to 70 centimeters above the water and extends up to one meter below it. A first line of anchored buoys was supplied by the Spanish Navy, with a channel between the two barriers for Guardia Civil boats to patrol and protect the installation.

Interior links the physical containment measure to the July 8th Supreme Court ruling governing immediate border rejections.

Ceuta, Morocco ground discrepancy: Interior said the overnight situation was normal and new entries had stopped entirely.

EFE subsequently observed intermittent groups of dozens still trying to swim toward Ceuta, while Moroccan coastal personnel did not prevent those attempts.

The Fnideq Ceuta road was partially functioning but heavily policed. Vehicle access was blocked two kilometers from the border, officers occupied surrounding hills and crews used excavators to clear burned vehicles and debris from Friday’s clashes.

Uneven normalization in Ceuta. Most shops cautiously reopened on August 1st with reinforced security, and central and commercial areas recovered faster than several neighborhoods where groups remained.

The Ceuta business confederation said official contacts had indicated roughly 5,000 people were still present, but this is not a formal Interior tally.

Ceuta President Juan Vivas likewise said “several thousand” remained, rejected claims that normality had returned and requested that deployments remain until returns are completed.

Melilla border reopens: Beni Enzar reopened gradually at 10:30 on August 1st after approximately 36 hours closed.

During the first hours, around 170 vehicles exited toward Morocco and 70 entered Melilla. All lanes operated, with traffic released in groups of roughly 20 vehicles; pedestrian movement was later restored in similarly controlled groups.

The closure affected approximately 700 Operation Marhaba/OPE vehicles and more than 2,000 travelers. EFE reported that around 600 vehicles remained waiting when the crossing reopened.

Authorities may close it again if pressure rises. A planned reopening on Friday had been aborted minutes beforehand when another group approached.
