Spain requests emergency EU talks. Pedro Sanchez wrote to European Commission President Ursula von der Leyen, European Council President Antonio Costa and Irish Taoiseach Micheál Martin, whose government holds the Council presidency.

He requested an urgent extraordinary videoconference of EU interior ministers and called for common responsibility for the Union’s external border.

Sanchez described certain national responses, particularly Italy’s selective controls, as selfish, polarizing and illegal, while saying most EU governments had supported Spain.

His government claimed full control had been restored, practically all entrants had returned and no unauthorized movement to mainland Spain or another EU state had occurred.

EU governments raise hybrid threat concerns: The 22 state letter argues that Spain’s Supreme Court ruling was exploited and warns that migration can be instrumentalized as a hybrid threat.

It requests rapid EU and Frontex support, closer EU & Morocco cooperation and measures against secondary movement.

The signatories say they are willing within EU and Schengen law to reinforce or temporarily reintroduce internal border controls if necessary. The letter was addressed to Antonio Costa, Ursula von der Leyen and the Irish Council presidency.

Ceuta third night of operations: Security forces and the Army spent the night searching neighborhood by neighborhood for people who had not returned to Morocco.

Central Ceuta continued recovering, but Benítez, the CETI perimeter and nearby beaches remained the principal concentration area. El Faro reported hundreds of predominantly sub-Saharan migrants sleeping outside or declining to return.

Police cleared much of the improvised CETI encampment around 22:00. Other groups moved away from heavily monitored areas and toward surrounding hills.

No authoritative residual count was published, and no new mass entry was reported.

Melilla overnight border alert: Authorities detected another attempted irregular approach to Melilla’s fence late Saturday.

Beni Enzar traffic was temporarily reduced from 20 vehicle batches to one lane and then two vehicles at a time, keeping the security zone clear. Pedestrian movement was also affected.

By approximately 23:15, two vehicle lanes and pedestrian passage in both directions had reopened. Around 1,000 vehicles had crossed toward Morocco since the border’s Saturday reopening.

Hípica beach was normal by 01:30, although Dique Sur remained closed and guarded.

No successful entry or size of the approaching group was reported.

Emergency EU timetable confirmed: Ireland confirmed that EU interior ministers will meet by videoconference on Tuesday, August 4th, to address the Ceuta crisis.

An expert level IPCR meeting had been scheduled for Saturday, followed by an ambassadors’ meeting on Monday.

Ursula von der Leyen publicly welcomed the ministerial meeting, called for solidarity and a united European response and said lessons should be used to strengthen EU resilience.

Migration Commissioner Magnus Brunner likewise said support for Spain and protection of the external border must be decisive, rapid and united.

This clears the previous verification hold on the ministerial meeting and Commission response.

Ceuta travel warning: The United States raised its Ceuta specific travel advisory to Level 3 “Reconsider travel” because of unrest and potentially unpredictable security conditions following the mass entry.

The advisory cites the deployment of Spain’s military, National Police & Guardia Civil.

The warning applies specifically to Ceuta. Spain as a whole remains at Level 2, requiring increased caution.

German Foreign Minister Johann Wadephul called Ceuta an “absolute stress test” that the European Union had passed.

He argued that controlling irregular migration requires cooperation with non-EU partners such as Morocco and urged the European Commission to prioritize protection of the external border.

Wadephul also demanded implementation of the EU Return Regulation without delay.

This is a German political position not a newly adopted EU measure. The regulation’s formal legislative process and implementation remain separate.

Spanish police recorded approximately 73,500 movements from Ceuta toward Morocco, up from roughly 69,500. Authorities warned the total may include people who arrived before the July 30 mass crossing or crossed more than once, meaning it is not a unique person count.

Interior sources estimated roughly 2,500 people remained in Ceuta, while Ceuta President Juan Vivas placed the figure between 3,000 and 5,000.

The 500 meter pneumatic barrier at Tarajal and the Spanish Navy’s outer buoy line are now fully operational. More than 3,000 military and security personnel will remain deployed for as long as required.

A small swimming attempt on Sunday was contained, with no renewed mass entry attempt reported.

The Beni Enzar border crossing in Melilla has returned to full operation for vehicle and pedestrian traffic in both directions following a gradual reopening. Conditions were reported calm, with no significant incidents or confirmed successful new entries.

Morocco separately reported that 1,135 people were prevented from entering Melilla during the crisis.

European Commission President Ursula von der Leyen called for stronger EU external borders at critical points, including surveillance and physical barriers where needed, while backing cooperation with Morocco and expressing solidarity with Spain.

As of the August 3rd scan cutoff, no new EU funding, deployment or binding measure had been announced. The EU interior ministers meeting remains scheduled for August 4th.
