The massive amount of water being dumped non the land changes the weight of the land in that part of the fault and it can create changes in pressure that are juuust enough to cause the fault to slip.

This is a phenomenon that's associated with dams and large artificial lakes, not incidental rainwater. The latter doesn't seep in 5 km deep into the crust, which is where this particular earthquake occurred.

In general, earthquakes - including major ones - are far more common than most people seem to think; it's just that most hit unpopulated areas.

Yes and much more common than people realise. I live in a supposedly earthquake free zone but regularly get tremors and some stronger quakes. It just happens that they occur where no one lives and no one notices.
 
Just a coincidence that was bound to happen - an earthquake occurring in seismically active territory at the same time a storm comes onshore. Nothing unusual, and probably unrelated due to the depth of the quake as mentioned by @Socom7. And while a 5.5 might seem significant for some locales, for southern California, that's just a fun day at the park, maybe some minor damage. They're really prepared for something that size. 6.0 and above, then things start getting scary.
