New debate in Pakistan. If India is determined to say goodbye to Indus Water Treaty which was brokered by World Bank then Pakistan also has the right to walk away from Simla Agreement which was not brokered by any international player.

CONTEXT:
The Simla Agreement (1972) is the foundational framework for resolving Kashmir and other disputes bilaterally between India and Pakistan.

It explicitly states:
  • No third-party mediation.
  • All disputes, including Kashmir, to be resolved through dialogue between the two countries.

Hafiz Saeed, a Pakistani militant leader and co-founder of Lashkar-e-Taiba, targeting Indian PM Narendra Modi over the Indus Waters Treaty, specifically warning against India stopping Pakistan's water supply and predicting violence in Kashmir's rivers
 
India is preparing a military response to the terrorist attack in Kashmir which led to the death of 32 people.According to preliminary information, strikes will be carried out on militant targets in Pakistan identified by Indian intelligence.
India downgraded ties with Pakistan after attack on Kashmir tourists. Indian Foreign Secretary Vikram Misri told a media briefing that the cross-border linkages of the attack had been "brought out" at a special meeting of the security cabinet, after which it was decided to act against Pakistan.
He said New Delhi would suspend with immediate effect a crucial river water treaty that allows for sharing the waters of the Indus river system between the two countries.
The defense advisers in the Pakistani high commission in New Delhi were declared persona non grata and asked to leave, Misri said, adding that the overall strength of the Indian high commission in Islamabad will be reduced to 30 from 55.
The main border crossing between the two countries will be closed with immediate effect and Pakistani nationals will not be allowed to travel to India under special visas, Misri said.
India has vowed to deliver a very loud response to those behind the killing by suspected militants of more than two dozen tourists in Kashmir, fanning fears of a confrontation with Pakistan. India Prime Minister Narendra Modi said the country's resolve to "fight terrorism is unshakable" as its security forces in Kashmir carried out a major manhunt on Wednesday (Apr 23), a day after gunmen opened fire on tourists killing 26 people in the region's deadliest attack on civilians since 2000.
A little-known militant group, the "Kashmir Resistance," claimed responsibility for the attack in a social media message".Indian security agencies say Kashmir Resistance, also known as The Resistance Front, is a front for Pakistan-based militant organisations such as Lashkar-e-Taiba and Hizbul Mujahideen."Indian Government will take every necessary and appropriate step." "We will not stop at those who carried out this attack. Will reach those who, sitting behind the curtains, conspire to carry out such nefarious acts on the soil of India", Defence Min Rajnath Singh stated.
Hundreds of security forces rushed to the Pahalgam area soon after the attack, and a massive combing operation was launched in the forests there, two security sources told Reuters. About 100 people suspected of having been militant sympathizers in the past were called to police stations and questioned, they added.
Police also released sketches of three of the four suspected attackers."Leave In 48 Hours," India Tells Pakistanis On SAARC VisaThe Centre said that Pakistani nationals will not be allowed to travel to India under the SAARC (South Asian Association for Regional Cooperation) Visa Exemption Scheme. Any Pakistanis in India on such visas will also have to leave the country within 48 hours.
The attackers were dressed in traditional long shirts and loose trousers, and one of them was wearing a bodycam, one security source said, adding that there were about 1,000 tourists and about 300 local service providers and workers when the attack took place.
They opened fire at three spots in Baisaran valley, which is popular among tourists for its lush meadows and pristine landscape surrounded by dense pine forests on all sides.
Visitors have to trek or hire ponies to reach the spot where there are adventure sports facilities such as ziplining and zorbing.

The Simla Agreement, signed in July 1972 between India and Pakistan after the 1971 war, established key principles for managing bilateral relations:

- Bith countries agreed to resolve all disputes, including Kashmir, through peaceful bilateral negotiations, explicitly excluding third-party intervention.

- The ceasefire line in Jammu and Kashmir was converted into the LoC, with both sides pledging not to alter it unilaterally.

India has since used the agreement to argue that Kashmir is a bilateral issue, resisting international or UN intervention.



If the Simla Agreement were cancelled,it opens the door to a whole new layer of complexity.

- Pakistan would no longer be bound to resolve disputes bilaterally, opening the door for international or UN mediation on Kashmir.
- The LoC could revert to its earlier status as a ceasefire line, potentially allowing cross-border movement and intensifying the Kashmir conflict.

Cancelling the Simla Pact would escalate tensions, internationalize the Kashmir dispute, and destabilize the region, opening the door to third party mediators in Kashmir.
