I thought this was a joke but it's not. I think he really meant what he was saying. How nutts is this basketcase, he certainly cuts the cake of all nutt jobs in Congress. Someone in congress needs to recommend revoking him of his committee status asap.

He was speaking generically. Not talking about the Ukraine situation specifically.

We are clearly limiting our response to an invasion. I wonder if that's perceived as a green light in the Kremlin? I wonder if this is going to box the US president in? Ruling things out before a war starts seems kind of unwise or impossible.

And I also wonder about the US and European populations. All of those countries are democracies and the people may push their leaders to enter the war. The GOP in the US may pile on Biden for being weak. Or if another NATO nation decides to enter the fray, then dominoes may start falling that pull the rest in anyway.

I think he was just saying that the US refused to rule anything out. Given that the future is uncertain and war can introduce many changes in events, it's probably wise not to rule anything out. I'm actually a little surprised by the US ruling out troops. Leaving options on the table not only prevents the administration from being boxed in, but it also enhances deterrence.

That said, absolutely we should not perform a nuclear first strike on Russia in regards to this Ukraine threat.
 
In the interest of everyone is who isn’t Ukraine is that not a good thing why risk billions for Ukraine?
