"Ladies and gentlemen, we are observing a constant, diverse threat. It concerns sabotage and espionage. You could all also observe in recent days that there has been increased drone deployment over parts of Germany. We also have reports of increased drone deployment of different qualities.
We are observing so-called fixed-wing aircraft - that is, somewhat larger drones that one cannot obtain at a hardware store. There are incidents involving drones that one can usually acquire at hardware stores without special designation. And there are drone swarms that appear where it is then very clear that this is obviously a planned action, because such drone swarms are usually not in use in private deployment.
Therefore, we can say there is a threat that can certainly also be described as high regarding what concerns us. That is a said threat, but in individual cases then of course also very concrete.
We are experiencing an arms race - an arms race between drone threats and drone defense. What must we prepare for? A race that we must not lose. And therefore it means technologically equipping ourselves, technologically arming up, both at the Federal Police as well as at the BKA [Federal Criminal Police Office] as well as at the state police forces. Technological armament, incidentally, also at the Bundeswehr in the military area, because the threat situation does not only take place through drones that we would classify in the civilian area, but also through military drones as we can observe with our neighboring countries."
