In October 2026, European military and political leaders have increasingly urged citizens and governments to step up civil and military preparedness amid rising concerns over potential Russian hybrid attacks, sabotage, severe disruptions, potential military conflict, or a wider regional conflict.

The European Commission released guidance urging citizens to maintain enough essential supplies (non-perishable food, fresh water, and medicine) to survive independently for at least 72 hours.

Countries like Ireland (via its Be Emergency Ready campaign), Sweden, Norway, Denmark, Finland, France, and Poland have distributed civil preparedness pamphlets or booklets advising households to stockpile up to a week’s worth of supplies, cash, and alternative heating sources.

Nations are scaling up defense readiness. For example, Germany has pursued military readiness assessments and hospital preparedness, Poland has expanded civil military training and defense spending, and countries like Denmark and Croatia have adjusted or expanded conscription.

NATO officials and European defense chiefs have publicly warned that Europe is living in a high-risk space between peace and war, driven by concerns over Russia's expanded war economy and gray-zone tactics (such as cyber attacks and infrastructure sabotage).

General Sir Roly Walker, Chief of the General Staff, announced that political leaders will soon have a "frank conversation" with the public regarding national defense and the individual sacrifices required. Defence Secretary Wes Streeting and military officials advised UK households to maintain small emergency kits containing bottled water, tinned food, and basic cash.

People care more about the cost of living right now. This is a factor in the unrest in France. I can't with certainty Russia won't try something, but to what end? It can't defeat Ukraine let alone a entire Bloc of nations, two nuclear armed and also as of right now US support (no matter what Trump says about NATO). Also the Russian people have no real heart in it, they know the war in Ukraine is bollocks but they live in a Autocratic Police state so to fight and resist is difficult.

49% said it was minimal to non-existent.

Anytime I see polls so clearly divided and evenly split in the population. Personally for me it’s indicating the public perception is likely being massaged or manipulated.

Mostly it was distrust of Russia, this back forth fight is a centuries old thing between Europe and Russia. It was only a sample of 9 nations so it’s +/- is probably little larger than normal

Mostly distrust of Russia? Got that poll? The european population and mentality is very different from the past.

In the poll from last year. 81% of Europeans polled said Russia does not want peace. This spring a poll indicated 76% regard Russias invasion of Ukraine as also a threat to Europe.

We all know that polls are influenced by all kinds of factors. Not just blanket unfiltered public opinion or perception. But responses in the 80’s and high 70’s it is fairly safe to say it is close to the prevailing sentiment.

My opinion from The Netherlands,Europe,
Our Government say not much and the same story to get a emergency kit but nothing about stockpile food or that kind of stuff.
Noting here in the news to prepare for war or that kind of talk only here about riot's and protests from France and economical talk.
Yes my opinion war is around the corner and do a little prep here but what can you do when Russia really attacks whit drones or worse rockets whit a normal or nuclear payload. Netherlands has no air defence for those kind of attacks.
We will wait and see what is coming and nothing civilians can do about it.
