Prime Minister Shinzo Abe needs to take those blinders off.

Appearances can be deceptive. I doubt Abe believes he can recover the territory Russia conquered during WWII. I doubt Abe sees a friend in Putin. I don't doubt that Abe has less faith in America's protection, in America's regional influence, and the future of America's order. Japan wants to be on Russia's good side, especially since Russia is on China's good side. Pre-emptively suing for peace, and hedging his bets.

Smart on Japan's part. But this does not indicate a movement away from the US. Just, as Navarro said, hedging themselves. A very smart move.
