European Council President António Costa and Commission President Ursula von der Leyen say all EU member states agreed to open the first accession negotiations cluster with Ukraine and Moldova. The first Intergovernmental Conference will open the “fundamentals” cluster, covering rule of law, democratic institutions, and core EU principles.

The EU and Moldova have committed to the swift implementation of their Security and Defence Partnership and further integration of Moldova into the European security and defence architecture.
Moldova has also gained access to the EU Cybersecurity Reserve.
The EU called on Russia to withdraw all troops and ammunition from Moldova’s Transnistrian region.
Romania reaffirmed support for Moldova’s National Army transformation, interoperability and bilateral defence projects during talks in Chișinău. Romania says its experts are also involved in implementing NATO’s Defence Capacity Building package for Moldova.
The Council of the EU adopted a €120 million European Peace Facility assistance measure financing a mid range air defence system for Moldova’s Armed Forces.
The measure complements previous EU assistance for Moldovan air surveillance and air defence, bringing total European Peace Facility support for Moldova to €317 million.

Investing in Moldova’s air defence and surveillance systems can provide greater confidence and security while allowing the country to better protect its people.
Moldovan police identified drone wreckage recovered outside Văleni in the southern Cahul district as a Russian Geran2 following an initial examination of its construction, materials and markings.
The wreckage was seized for explosives and forensic examination. Authorities have not established when the drone crashed, its flight path, intended target or whether it carried an intact warhead. No casualties or damage were reported.
Poland’s Defence Ministry said the final one of 16 F35PL aircraft manufactured at Fort Worth will shortly transfer to the 32nd Tactical Air Base at Lask, completing the U.S. built half of Poland’s initial order.
The remaining 16 aircraft under the existing 32 aircraft contract will be assembled at Cameri, Italy, with deliveries continuing through 2030. Poland announced a prospective second 32 aircraft tranche in June, but no additional contract has been signed.
