A NATO military source has told Reuters that Russian drones were responsible for striking commercial vessels near Romania, including at least one vessel inside Romanian territorial waters. The strongest publicly reported case involves the Yara J, which was struck roughly 8–10 nautical miles from the Romanian coast, placing it within Romania’s 12-nautical-mile territorial sea. A second vessel, Wine Trader, was struck just outside Romanian territorial waters. Romanian and NATO aircraft were also scrambled after drones were detected operating in the area and entering Romanian airspace.

The attribution is significant, but it is not yet complete. Romania has not formally declared that Russia carried out the strikes, and the underlying intelligence supporting the NATO military source’s assessment has not been made public. Just as importantly, it remains unclear whether the ships were deliberately targeted or were struck by drones intended for targets elsewhere, possibly in Ukraine. That distinction could materially affect how NATO interprets the incident.

What makes this important is location. A Russian military drone striking a vessel inside Romanian territorial waters would mean Russian weapons caused damage within the sovereign territory of a NATO member. That does not automatically trigger Article 5, nor does it establish that Russia deliberately attacked Romania, but it raises the risk of direct NATO-Russia confrontation considerably compared with earlier incidents in international waters or exclusive economic zones.

The DEFCON Warning System is therefore watching closely for formal Romanian or NATO attribution, evidence establishing whether the vessels were deliberately targeted, identification of the drones and their flight paths, and any resulting NATO military or political response. A confirmed deliberate Russian attack inside Romanian territorial waters would represent a substantially more serious escalation.
