Russia has issued an unusually direct warning over possible NATO action against Kaliningrad, the Russian exclave situated between Poland and Lithuania. Moscow has warned NATO that attempts to blockade, isolate, or attack Kaliningrad could result in Russia employing the full range of weapons available to it, including nuclear weapons. Russian President Vladimir Putin has now personally reinforced that message, stating that a direct attack on Kaliningrad would place the use of “all weapons at the disposal of our country” immediately on the agenda.

The timing and intensity of the warning are notable. Russia claims to have information indicating that NATO is preparing for the possibility of an air and naval blockade of Kaliningrad. NATO has not announced such plans, and The DEFCON Warning System has found no independent evidence that an attack or blockade is imminent. However, recent NATO exercises have demonstrated capabilities relevant to isolating Kaliningrad, while Western commentary has openly discussed the enclave's vulnerability. A Russian state-media article published on 26 September, and subsequently deleted, also raised the possibility of Russian military action against Lithuania in connection with restrictions on access to Kaliningrad.

The DEFCON Warning System considers the development significant because the warning has progressed beyond isolated rhetoric. It has been communicated directly to NATO, repeated through Russian diplomatic channels, reinforced by the Kremlin, and personally endorsed by Putin. Russia has also announced measures to strengthen Kaliningrad's security. There is presently no verified evidence of an accompanying change in Russian nuclear-force readiness, nuclear-weapons movement, or preparations for nuclear use.

The DEFCON Warning System is therefore treating this as a significant nuclear signalling development requiring public attention, while cautioning that Russia's underlying assertion that NATO is preparing action against Kaliningrad remains unverified. We will continue to watch for indications of military reinforcement, unusual weapons movements, changes in Russian nuclear posture, or additional NATO and Russian statements that clarify what prompted the warning.
