I meant not-suicidal in the sense that neither leader believes they personally, nor their nation or society would survive a full scale nuclear war. There may be some differences in how much nuclear war their respective countries would withstand, but if they are in a situation where that becomes their basis for decision making, then its already over at that point.

Well, duh. The leaders never die for their country, that's your job. They hide in a nice, deep bomb shelter and order the deaths of billions.
That's the way of the world. Further, putin is a policeman, not military, and thinks like one, IE, his life is worth far more than your life. Of course, Oblamo, and tru-blow, and camerloonie all think the same way; you will further note that damned few of the leadership caste ever serve in uniform, anymore, but are usually children of privilege, graduates of the finer schools of corporate and political thought, and often, second and third generation politicians.
They tell you, you cannot survive, you have to fight for your 'country', your children must fight for 'democracy' in iraq, and G'stan.
Not them, or their children, god forbid. They are too rich, and important, and worth millions of you.
They tell you this right up front.
Now, go vote. And pay your taxes. With out your support, they would be
nothing.
