I don't think so.
I don't know what the licensing is like across the pond, but it's worth getting an amateur radio licence william.
I got one a few years ago and don't regret it.
The ideal is to have both, local VHF/UHF up to 40 or 60 km in simplex, depending on the topography of the terrain, beyond that HF rangeHF is better than VHF. You can potentially get all around the world with HF if you get lucky with the conditions.
