The countries involved:

United States

Norway

Sweden

Finland

Poland

Germany

Netherlands

Notably absent are the UK, France and the Baltic states.The exact criteria for membership remain unclear.

British nuclear-powered submarines are to form the backbone of the deterrence system.According to Commander of the Royal Navy Gwyn Jenkins, the new nuclear deterrence would extend to JEF units and would not require activation of Article 5 of NATO.The JEF includes the United Kingdom, Finland, Sweden, Norway, Denmark, Iceland, Estonia, Latvia, Lithuania, and the Netherlands.
